Serial number is 5572 P-Y. What does the P-Y stand for? This 460 utility came from the factory without power steering, without quick hitch (2-point), without T/A, and without any hydraulics. The only thing of any use on this tractor is the pto and the drawbar. Why would they make/order a tractor with so little on it? Did the state order these just to pull mowers around? It has 14.9-28 rubber on the back, fenders, and adjustable wide front. If there was such a thing as a 460 utility standard, then this is it.

Maybe it was a 460 wheatland originally -- but fenders and rear deck would be different. So, there was a 460 "standard" although it was not called that. I don't know if the wheatlands had an adjustble front axle, it could have been an option. The Y indicates it has a pump, so hydraulics can be added if the parts can be found. More likely a stripped version of the regular 460U as you indicated.

Your 1959 suffix letters:
P = Independent power take-off drive attachment - 540 r.p.m.
Y = Hydra-touch power supply attachment (with 12 g.p.m. pump)
Could have been a tight-wad Norwegian that took delivery of such a tractor.
