H Carb Rebuild

I finally broke down and rebuilt my carb. I was having a hard time to get it set back right. I think my float is sitting too low, and starving it some, I have to run at about 1/4 choke. What are the measurements or best guidance for getting the float right? I've already tested it for holes.
 
If you have to put on a 1/4 choke sounds to me like you are getting too little fuel and too much air so you have to close the choke to restrict air flow. I would try to open the main jet 1/2-11/2 turns more. If that doesnt help you probably have an internal blockage in a passage way in the carb.

Are you sure you got all the packing and gaskets in the right place also? You could be bringing in air from someplace. I actually did this on my first carb rebuild and had a small vacuum leak around one of the shafts. You didn't say why you rebuilt your carb...what was it doing before the rebuild?
 
Wasn't doing it before. but was leaking from main jet pretty badly. I adjust float per the directions, but I guess I need to pull it and double check.

Did you install a new main needle packing?
