Cub Problems

Problem #1: Started and operated 1948 Cub this morning and it ran fine. Shut if off for a few minutes, now it will not start or run with out the choke rod pulled all the way out. Thoughts?

Problem #2: Been having electrical problems. Had generator rebuilt, new voltage regulator, new mag, all new wiring and switches. Still 6V positive ground. Polarized gen to VR. Was told to switch from 4 postion light switch to 3 position since VR being used instead of cut out. Every thing is wired correctly for sure! Tell me if this is correct; postion 1 of light switch - lights are off, position 2 front lights on dim and back light on, position 3 front lights on bright and back light on. Here is my dilemma the ammeter never shows a charge. It stays at 0 with tractor running and lights off regardless of RPM's. With lights on shows about a 10 amp discharge regardless of RPM's is the correct?
 
Problem #1 is probably a piece of dirt in the main jet of carb (clean)
problem 2 might be that the generator could be a three brush. If it is the third brush needs to be very close the the non movable brush on the side that it will move. If this does not help, or it is a 2 brush, the system might not be charging enough. The bat volts (lights off rpm 2/3 or more) should be 7.1 to 7.3 volts with a fully charged battery. Jim
