300u, is the control valve the problem?

I have a 300u with power steering (sometimes). The power steering works when the engine is at maximum rpm and moving. Otherwise, very little or no power steering. I believe the gear box has been changed and it has one from a IHC 340/460 on it.
I have put a new power steering pump on it, I have replaced the regulator and safety valve block with one I believe is good. In the line going to the control valve, it measures 900# psi when the line is dead ended, 650# psi when not turning and 350# when turning. I am thinking the control valve must be the problem, what are the thoughts of the readers?

Or the piston in the assist cylinder is bypassing and the pressure reduction is due to that. When running full throttle, the volume is sufficient to push the cylinder anyway. (Best Guess from here!) Jim
