10-20 radiator cover

I got the bolt and nut freeded up and made a new gasket for the cover. My question is how tight should I put the cover on. Should it be snugged up farily tight.

Just so it don't fall off. I think they are supposed to slop water out. Well not really but they usually do. I make gaskets out of rubber and that helps.
 
You have to expect some water or steam around the bolt, especially after the hole is enlarged from years of checking the water level every day.
The original gaskets (fiber?) were pretty good at keeping the water in if the wing-nut was screwed down enough. The bolt is pretty strong, but eventually loses its threads through sitting in that hot water for 15 or 20 years. No real need to reef on it--just snug it up. If you see a little water coming out, you have an automatic level-checker--there's enough to be safe!
