Super C Governor

I have been having trouble with the governor on a Super C. It will not maintain engine speed. From what I can tell, the governor is not working at all. The arm that crosses over to the the carb linkage does not move. Tried to adjust it, but didn"t get anywhere. Finally got around to taking it apart. I thought I might find a broken spring, but all is in tact. Does anything look out of whack in these photos? How do I go about adjusting from here?

That arm could be froze but i have never seen one that waws. There are two needle bearings on that shaft.A big problem can exist when the input shaft has a lot of play. That shaft and the hole it fits gets worn. I bore the hole and install a bronze bushing and it cures throttle response. Setting the linkage to the carb is also iportant. The three piece bearing mite need to be replaced also. If you need any info send an e-mail or call my cell 319-430-3907
 
Thanks. I was just out working on it. Is the carb supposed to have a return spring on the throttle, or does that work against the governor? This carb has no spring on the throttle shaft and does not quite want to return to low idle. I extended the linkage at the carb and now get quite a bit more throttle. It is touchy from low idle to high when advancing the throttle. The arm is free and everything looks like it should work on the governor. I will probably need to adjust it next.
 
Just got done Rebuilding mine, the needle bearings were completely froze up.If you move the speed rod(the one on top) and the carb rockshaft doesn't move with the spring.Its rebuild time.Then Readjust everything..
 
check the linkage to the throttle. Mine was installed in to out and the rod was rubbing on the block. I thought the governor was bad before I found this. Reversing it fixed the problem.
