100 turns over, wont start

OK, my 100 is all together, new 6 volt battery, 2 new battery cables, appears to be wired correctly -- why wont it start ?

At first it would backfire thru the exhaust, and I checked the position of the rotor when # 1 was TDC, and the plug wires were 1 position off, but in the correct order.I moved plug wires 1 position over.

Now I may see some white smoke up thru the exhaust as it turns over, but no start and run.

If I had to guess, I'ld say no fuel, since it seems to have combustion air & fire. The carburetor was overhauled with a TISCO kit. I closed the mixture screw and backed it out 1 turn per IH Operator Manual for the 100. I pulled the new plugs out several times today, and they aren't wet or fouled. Heck, they didn't even really smell the gasoline. That's really why I suspect a fuel problem.

If the plugs are "dry", one sure way to tell if you have it set up right is to spray a small amount of starter fluid down the air cleaner tube (before anyone flames me for saying this, if he has flat pistons, he has about a 6 to 1 compression ratio...this will not hurt his engine). Now, if it "pops" a couple of times with this, open up the carb to about 2 1/4 turns (vs. the 1 turn). Then shoot another hit of starter fluid down the filter tube. If everything is right it will start and most likely run, assuming the carb has been put back together correctly and the float is set right. BobG in VA
 
Hold your hand over the throat of the carburetor and see if you have good suction. Make sure the valves have enough clearance and your plug wires should be in this firing order when No1 piston is at TDC on the compression stroke: Hal

I would remove all plugs then hook up #1 wire to a grounded plug. With sw on place finger in #1 hole hit starter sw and turn engine over and watch for fire at the plug when #1 hits compression. Thats the first thing i do when they tell me it wont start. If i have fire on compression it will tell me about timing and fire to the plug.
