Super C lopes under load

Any advice on what to do about my Super C? Hooked a bush hog to it and under full throttle it lopes or surges. I assume it is related to the governor and carb but not sure what to check or adjust. Any help is greatly appreciated.
 
Sounds like carb fuel level not high enough. Wouldn't overlook the point gap being too narrow, though. Points are easier than carb to look at/ adjust.
 
Surging or hunting is controlled by means of a "bumper" spring. It's accessed by way of an acorn type nut on the underside of the governor housing. If you can find it, turn the screw in, but not to far!
 
Thanks, I had the governor apart and replaced that spring and a few other parts. I put the bump back where I thought it was before because I wasn't sure about adjustment. Will try that - Thanks
