My governor still surges most of the time. Adjusting the bottom screw either way has no effect. I've gone through the fuel system and it's flowing good. Could the problem be a weak or worn governor spring? Can I get to it without taking the radiator off?

Have you taken the bumper adjustment screw out to see if the bumper spring is ok. When you turn it in it should get to a point where it increases the engine speed if spring is in there and not broken. Weak governor spring would not cause it to surge or hunt.
 
Bkyle Don't know how much you have turned the bumper screw, but I had turn the one on my C about four or five rounds to get it to settle down. Keep trying and luck Bernie Steffen
 
Thanks guys. I finally got time to dig a little deeper and pulled the bumper spring out -- sure enough it's broken so I'm sure that is the problem. Couldn't find one at the local Auto Parts store and the nearest IH dealer is two hours from me. I'll give them a call tomorrow and see if they can mail one to me.
