My C starts up nice, and runs real smooth, all but when I have a load behind it and my first "let out" of the clutch it chugs and will stall if you don"t ride the Poop out of it.How come?Timed wrong?Gov. is clean carb is new rebuilt.Has an H4 mag all rebuilt

If it will run at various speeds with the throttle, it is lean at the high speed settings. To repair my opinion is to re look at foreign material in the main jet of the carb, or low float level. JimN

I agree that the high idle speed is too lean.
When you said, at my first let out of the clutch, makes me wonder if you have let the engine warm up.

The engine is warm for sure.It will hold full throttle fine,if I Push the throttle foward in netural fast it will cough once and surge alittle before it smooths out,if I'm pulling a harrow it will cough only once in a while,or even going up a steep hill under full throttle

Sounds like a fuel problem and I agree that it must be running lean. If you have a Carter carburator, the adjustment screw is for high rpm. You should have set as instructed in the rebuild kit when you did the carburator rebuild. Fine adjustment has to be completed with the engin running. Try letting it out a little at high rpm and see if that helps. If your gasoline is old the carburator will not like it. If the adjustment does not help, try draining the carburator bowl and cleaning the sediment bowl. LMack
