464 brake problems

I am working on an International 464 and when I start it the foot brakes automatically come on. Has anyone else had a problem like this?
 
Hi Mike, has anyone had the hydraulic lines apart by the front of the battery? There is a restrictor valve in the high pressure line to the brakes. I believe if the restrictor valve is missing there will be to much hydraulic pressure applied to the braking system and cause the brakes to come on. Have you checked the actual brake cylinders under the battery to see if they are sticking open?
