AM F20 starter

Recently purchased an F-20 at a sale. It had a starter on the front of the engine. An Aluminum belt pulley, hub, and ring gear (a steel gear ring was fitted on the aluminum pulley) mounted on the front of the crank and a starter mounted below. The aluminum gear is cracked, the key way is stretched, and the face has worn into the block so much that I can’t see it being balanced at all. The local blacksmith (who is pretty good) said he didn’t have much confidence in fixing it.
Was looking for any background on this setup and if anyone knew of a gear/pulley piece for sale?
 
Sounds homemade, the only electric start setups I've seen is the geared flywheel and the starter bolted on the clutch housing.
