Help with A governor setup

I am reassembling the carb (Zenith)onto the tractor. Per the manual, throttle set wide open, this pushed the rocker shaft arm toward the carb., I have pushed the carb rod back toward the carb. and can not screw the adjuster on the rod back far enough to get the pin to just slide in loosely. Whats wrong here?? I did rebuild the governor, and carefully reassembled. The arm on the rock shaft is at about 25 deg from vertical toward the back at wide open throttle.

Did you get the butterfly on the throttle shaft installed correct as with the throttle wide open and the rockshaft back towards the carb the clevis should be able to adjust so the pin goes in with the throttle shaft open.
 
I checked the high speed idle screw on top of the governor. When I moved the throttle to full open I never felt it hit the screw. I tried a longer screw, adjusted it to just touch at full throttle. I can now set the governor link as in the manual. It is still adjusted almost all the way back though. Sound O.K.?

If you got the linkage set you should be in great shape. I like to rebuild the gov housings when the input shaft wobbles around. I rebush that shaft by boring the hole so a 5/8x1/2 brass bushing fits then i have good throttle response with a new gov spring.
