Super A - Not Starting

So, here goes. Friend let his step-son drive super A in Rain storm. Tractor died and won't start since then. Removed Sediment bowl and cleaned. Checked for Spark on all cyilnders - good to go there. Removed bottom of air breather and replaced with fresh oil. When you choke it after a few cranks gas pours out carb. So I know it is getting gas. If you don't choke it no gas pours out. Only thing I noticed that was wierd is that i had the pre-cleaner jar and head off and it was spitting liquid up are cleaner pipe (before I cleaned breather oil). any suggestions?
 
just a wild guess but i'm kinda thinking the distributor cap is wet. pull the cap off and wipe it off with a clean paper towel and see what it looks like. if there is any moisture there, pull the rotor and dust cover off, dry everything out with a hairdryer. i'd also pull the spark plugs and give em a cleaning, they are probably fuel fouled. also take the air cleaner tube off the carb before you try and start it. that way if the air cleaner is plugged, you can at least get the motor started and let it dry out. you can also spray some wd 40 in the distributor, it is good for moisture displacement.
 
Water in the distributor most likely and or a cracked distributor cap. One way to check for either but you you will only do it once is grab the cap and spin it over. If you jump 10 feet then you know the cap is bad and has a crack in it. Guess how I know doing that works. Long story
