IH 244 Differential Lock won't release

My neighbor has a 1980 IH 244 with the rear end differential locked and it won"t release. I looked at it but I"m not familiar with this model. How do you get it to release? The little lever by your right foot just flops around loose. The little lever on the transmission is in the up position and doesn"t move. Thanks for the help.

Try hitting the left brake pedal, then the right, then the left as the tractor moves slowly forward, this often will release them. Also spray penetrating oil on all moving parts that you can see, sometimes dirt or rust or a combination will keep the arm/plunger from moving freely(My 584 has a plunger into the trans case, other tractors may vary)
