Joel, if your carb is OK, you should get a smooth response from the engine working the linkage on the left side of the tractor (where the adjustable link runs back to the carb) by hand. If the jump from idle to top speed is from working the link on the right side (where the link from the throttle control hooks on) most likely the spring is off or broken. You're going to have to open up the governor to see what's going on. The springs are easy enough to come by from CaseIH or other suppliers, just don't use standard hardware-store stock. Length and tension are important. IT might also be the thrust bearing or the spring that keeps tension on it--check that if the big spring looks as if it's OK.
