I recently bought an IH 1466 tractor with a Massey Ferguson Front End Loader ( no manuals included for any of the equipment). My problem is with the forks on the front end loader. When I tilt the forks up, they tend to leak back down. The front end loader has been surging when I raise and lower it, and the hydraulic fluid has some foaming. I was told to check the filter, so I changed it out. I was also told that low quality fluid may cause foaming, so I changed that out. Someone else said I might have air in my lines, but that this should work itself out fairly quickly. Can anyone offer suggestions as to what might be wrong?

Could be a bad o-ring or seal at pipe that connects hitch pump to filter hsg. A partially blown o-ring at press port where hitch pump bolts to trans hsg.(hyd press would be low) Hyd suction tube from lower rear final drive hsg to filter hsg has a hole in it or o-ring that seals between tube and filter hsg bad. Remove third link bracket, unhook hoses from couplers,start tractor,pull remote lever and watch for extra turbulence in oil at hyd pump area to check pump press port o-ring. You can over fill trans oil level to cover suction tube, then operate loader. If it works better, your problem is in suction circut.

Sounds like it could be a suction leak.Did you put a new o-ring on when you changed the filter?The old ones can be stretched a little and pinch when you put cover back on and cause a leak.I've had that happen and the symptoms were the same as you describe.The front cylinders leaking down is likely a separate problem.The seals in the cylinders are bad or there is a problem in the valve.Hope this helps.
