How do you prime a 3616 Injection Pump?

I'm having problems getting fuel out of the injection pump on a IH 3616 tractor. It has the electric shut off on the pump. Does anyone know a good process to prime the system on one of these stubborn pumps? I have fuel to the pump but thats as far as it gets.

I've had problems primming some pumps, but what I
have done is crack the lines on the pump and blow
air into the tank with a rag around the air hose
trying to pressure the fuel to the pump. It's worked for me a few times.
