Brian as you surmised the small tank is for gas, and the larger was for distillate (kerosene). The tractor was warmed up on gas then switched over. My H has a similar rod to lever at the base of the ditributor. I beleive on all these distillate tractors that was the hookup for the radiator shutters, and not the magneto advance that you thought.

I forgot to add that according to my reference source, your tractor was produced in 1947.
