Alan, we had a discussion about this a few weeks ago and I'll try to remember what was said. My experience with our 1939 M was that the tube connecting the governor to the carburetor(governor throttleshaft housing) was full of dirt , grease and would not allow the butterfly in the carb to float with the governor movement. Check behind the governor housing that dirt and grease have not built up behind preventing the throttle rod from returning. If the problem exists take the cover off of the governor housing and check the governor spring. With the engine stopped the governor weights should be together and at that point the butterfly should be wide open in the carb. You might have to undo the carb and just let it hang down so you can see the butterfly. Before you begin this process I would remove the hood and make sure that all moving parts of the throttle are free, it is possible that movement of the hand throttle may appear normal but movement is not occuring at the throttle housing.
