I have a cutout on the generator that is still 6 volt. The points are normally wide open at rest, but I believe are supposed to close when running. They stay open all the time, and checking the voltage across the field and bat, I get 2 volts when running and at rest. What could be wrong? Could the generator be poorly grounded?

The electrical system is wired according to the Operator's Manual and the connections are bright and tight, new harness too.

Red - You should read >7 volts between the generator "A" post and ground, with the motor running at governed speed. This in turn should cause the cutout relay to pull in (close it's contacts) and charge the battery. So if you're only reading 2 volts between "A" and ground, it says the generator needs work...
