After further checking, I've found that I have weak spark at the plugs. When I crank it some times I get fuel running out the intake of the carb. Any ideas.

I've noticed on all my Farmalls if I crank them much without starting I get some gas out the bottom drain. I'd take care of the weak spark problem and then see what happens. I'd suggest putting in D21 spark plugs or equivalent - will give you a good spark if the rest of the ignition system is in good shape.

Steve my starting technique on Hs and Ms with a cold engine is to crank with full choke about 3 turns, then crank with no choke. Sounds like you are flooding.

Does the 400 have a 12 volt coil or a 6 volt with a resistor in the line? I am not familiar.

I second Red Dave's comments. Remove that resistor out of the line and see how she starts.

May be some trouble right there. 12 volt coil should not need a resistor as it would tend to halve primary coil current thereby reducing voltage developed by the secondary (High Voltage) side of the coil.
