This is a question that normally comes up on a narrow front end tractor. You've probably got either some bearings that need replacing or tie rods that need replacing. I'm not familiar with the W4 steering but I'm assuming there may be some adjustments available in the steering gear box. If its the gear box you should be able to move the steering wheel quite a bit before the linkage to the wheels begins to move. Do both front wheels wobble the same or do they do their own thing. That could be a sign of tie rods or wheel bearings being loose.

Yes, Toe in would be the first thing to set. Typically 1/8" to 1/4" is correct. Easy way to set it: Park on a flat surface, wheels straight. Measure from the floor to center of a front hub. Mark that height level with chalk on the front and back tread of each front tire. Using a measuring tape, measure from say the inside edge of a rib on one tire to the same point on the other tire. Compare to the same measurement made at the back of the tires. Front should be a little closer.

Have you checked the toe in. I'm not sure of the measurements, but when pointed straight ahead, the front tires need to both be turned slightly in. I think the correct measurement is something like 1/4 to 1/2 inch closer together at the front than at the back of the tires. Someone needs to verify.

This might ruffle some feathers, but the amount of toe-in is purely arbitrary. It is there to make sure that when the slack in the steering is all pushed one way by rolling resistance, both wheels run STRAIGHT, and do NOT toe out. That said, the amount of toe-in required will depend on the condition of the steering, in general. What makes the wheels wobble is probably because they are effectively toed out while moving, even though they may seem correct while stationary. When they are wobbling, they are trying to decide which one will steer and which one will scuff.

The answers so far have been right on...but the amount of toe-in will have to be determined by experiment. Older equipment requires more. While measuring, it would be a good idea to scribe a true line on each (jacked up) tire by spinning it and holding a scribe against something solid. This will eliminate any runout in the rims and tires. Haas's idea of 1/4" to 1/2" is probably very close.
