please help BEHLEN pwr. steer

Farmall 450 gas with a belt driven dedicated pump for the steering. Working just fine except for leaks out the input shaft seal & wet around output shaft ( O ring ) . came apart at the plastic shim seam as I had hoped ! did not match mark the two gears to each other ( DUMB ) had a black .007 shim & put in a new .007. {they are clear now } , when putting back together & before I tighten the eight 1/2 bolts it will almost turn a full turn then bind up either direction. I have only disassembled as far as necessary to put O ring in output end & have not dropped any component on the floor & have looked for burrs or nicks . it will turn freely if trial fitted together minus the idler gear, yes I checked the new shim with a mic, any ideas to save me from having to mark the gears & do possibly 22 trial fits to get back to where it will work ??

Look for timing marks!
If none, I would use a magic marker and mark where it is binding by marking the case and the larger gear, turning the the other extreme and marking that on the case with the marker. I would then turn the small gear 1/2 turn CW and mark it w/a 2. try it there. Etc. If the gears are hunting teeth they will eventually all mesh with all teeth. In a non hunting design the teeth will always mesh with only specific teeth on the other gear. Jim

your reply saved me a lot of time !! I was going to do a methodical slow process of trial & error but you pointed me to a line of thought that fixed problem on second try!! there are the same number of teeth on each gear , so I marked a tooth on main gear/ shaft assy. & marked a valley on the idler gear # 1 , then put output shaft keyway in wheels straight ahead position. when assembled it was right on top of the tight spot, then I marked the valley almost 180 degrees from # 1 with a #2 ( odd number of teeth prevented exactly opposite ) & success !!! QUESTION : if the gears were made perfectly symmetrical would they still have to be timed ? THANKS AGAIN !
 
The answer is no with a but. The Manufacturing of components to perfection is extremely expensive. Sleeves in Farmall tractors were fit to bores by matching a bore to a sleeve by letter stamps. The dimensions were off by several thousandths. Less expensive to bore a block with 4 or 6 boring bars at once, then measure each and stamp a letter next to the hole on the block A-B-C-D. Then an A sleeve was put in an A hole. It works. Jim
