Belt pulley? For? Value?
 
MY BEST GUESS is a belt pulley that goes on a car or light truck. the long cone is to get belt out past fender. make and value i have no clue.
 
Believe it is an idler pulley for a saw mill or grain mill. if it has no keyed or splined shaft than it is an idler roller pully
 
Can you spin the pulley with out the base where it bolts on rotate also?? If you can it is an idler pulley
 
I agree. I think it is for a Ford Model T Tractor
Jack the rear end up, remove the wheel and bolt this on.
I have seen picture of this type of set-up to power a Buzz-Saw.
