I have a 404, I may be an idiot.
It would seem a 404 is a "red headed stepchild" as in not much love from the masses. It appears few of them were sold when they were introduced so not a popular model and used parts specific to a 404 can be hard to find. They may not be a handy tractor for most folks.
As far as the one you are looking at, "jumping time" may be the go to excuse from someone that does not understand spark ignition, or timing.
So if you in fact do understand timing, and the possible faults that show up with spark ignition systems, go check it out, turn the motor and observe the timing. Use a vom or test light to check the integrity of the electrical side of the system. Check out the basic stuff, fuel and spark, compression, etc.
The steering box is a 404 only deal I think, and power steering would help alot.
