706 gas dies after throttling back

Just got a 706 gas. Getting a few things straightened out on it. One issue I am having is that when I throttle back to idle it will die if it don't ease it down to idle. It will idle perfectly, little fast, but good. It is almost like the governor is too slow to react and throttle back up for idle.
 
The idle speed is set at the carburetor, not the governor. It consists of both mixture and speed
controls using screws. The speed screw is behind the carb where the throttle shaft extends. The mixture
screw is lower, and not on the linkage. IIRC the screw leans mixture turning out, and richens turning
in. The governor puts the carb at the idle stop when the hand lever is moved to idle, and has no
interaction with it. Set the richness just a small amount richer at a time to get it to not die. A
vacuum leak can also cause this issue, either at the carb flange, or the manifold to head gasket. Jim

Thanks, I will try to mess with the linkage and readjust the idle stop. I just replaced the manifold and it was doing it before and after the replacement.
