IH 300 utility brakes locked up

I had rebuilt the brakes 2 years ago and have had no trouble with the brakes since the rebuild until last weekend when the I went to use the tractor the right side wheel was locked up. I quickly figured out it was the brakes and loosend the bolts holding the brakes on and the tractor was able to move. This weekend I took the brakes off expecting to find broken parts but everything looks good with new balls and springs and pads. Everything was dry and the pads look good. There was no extra pull on the adjuster or pedal and the linkage had a small amount off free travel.
When I built the brakes they had extra clearance because of wear on the metal parts but now there is +30thu outside the housing.
The tractor had sat for 3 months since I last drove it. I park it with out the brakes on.

2nd what Jim says!

In addition, each time you use the tractor make several hard stops from both forward AND reverse. This will help keep the brake moving parts loose.

I have not got it properly fixed I am driving it around with the bolts for the brake can backed out 2 turns.
Here is a picture of the 300 with a slasher. Its a great day when I can do a few laps on thd tractor.

If the brake housing was machined excessively, and/or a new or different brake disks or expander was put in place, the total internal clearance might be so small that it binds up again. if so use washers on the bolts between the housing and the frame casting to space it to operate. Total internal clearance should be .035 to .050 to be working well. Jim 350U owner.

I was thinking maybe the ramp and rollers in the expander(s) are worn and the rollers hung up with the expander in the expanded position(brakes applied). You would possibly need to get a replacement expander. When mine hung up on my 300u, I could back up to cause the brake to release. Turned out that my expanders were cracked. Mark.

I know I'll get scolded for this. Some of those old tractors with small oil leaks on things like a brake are not always a bad thing. If the brakes work, and they get a bit of oil in there. On tractors not used much it might just be a not so bad thing as it helps keep things from getting set up.

Farmall Disk brakes on letter and XXX series are not at all friendly with oil on them. They can fail to servo from lack of friction, or go into full lockup at first touch of the pedal. Sometimes they do nothing while the operator is bending the pedal arm and pulling the steering wheel into a sombrero, then lock up. I have been around the miserable excuse for brakes all my life. They are a perfect system until they aren't. The expanders are subject to ramp and ball wear, the springs break, the adjustment takes the leverage on the actuating links the wrong way, the discs glaze, and without semiannual attention, and dry lubrication of linkages and balls, they just do not work. So fixing the leak is reality. Jim

There is no need to park the tractor with the brakes on. You have a loader on the ground, a rear mounted implement on the ground, and you leave it in gear when you shut it down, right? It's not going anywhere.

So now you're saying that it locks up when you tighten down the bolts?

The expander perimeter springs (weird shape) could be broken. If it needs to stay in operation, buy a new expander and then take it apart. Jim

Another update
I pulled the brakes off the left side and swapped the fiber discs. So left discs to the right and right discs to the left and the problem went to the left. So now the left is locked up.
If I get some more time tomorrow I will pull them apart again and have a real good look at the fiber discs
