When I sent my magneto off for rebuild I was very careful to set my '48 Farmall S/A engine to top dead center on compression. I didn't move the engine until I was ready to install the magneto again. I set the mag. so it just clicked on #1 cylinder. After several attempts to start I find that when the mag. fires on #1 the rotor is pointing at the 10 o'clock position.

Should I just change the wires to fire to that #1 position rather than trying to find where the timing is off?

Your mistake was turning the mag until it snapped. You turn them backwards until rotor is pointing right close to number one and just enough to align the drive lugs. Maybe even turn engine back wards just a little to install before it trips. Once it trips the drive lugs will be too far past to time up.

Then you push mag toward engine for farthest retard, turn engine to tdc, or a couple degrees after tdc then pull mag toward you until it trips.
