Rebuilding the governor assembly and the only issue I have is that the bore for the shaft that connects to the throttle hand lever is washed out. This is the upper shaft not the lower one with the bearings in it, I can machine the bore that's no biggie but what material should I use for the sleeve that I make?? Is a oilite bushing ok of should it be metal??

i BORE THEM OUT 5/8 then get 5/8x1/2 bushing for couple bucks at hardware store trim a little off at the end
as they are just a tad too long. It will last for many yrs your throttle response will improve
 
Yep bored it and put a sleeve in it. Shaft is wore pretty bad so will be making a new one and welding it in the arm.
 
Getting the slot on the end and position of the arm is going to be very tricky. Get a bushing they have them at
MENARDS and other places. You will need to trim the bushing for length but you want it as long as possible then
there will be no slop but making a new shaft is not easy getting the whole assy just like the old one or it will
not work the location of the slot and the piece on the end is the main problem
 
Already did the bushing and that turned out great but still sloppy due to the shaft worn bad. I took the shaft/bracket assembly and indexed it all. Those flats are 6 1/2 degrees off from the lever.
