International 300 Utility steering hydraulic leak

I just picked up an International 300 and I've done a lot of work so far to fix it up. One of the last things I've done was replacing the steering wheel. Before I got smart and used a gear puller I hit the top of the steering stem with a hammer and caused a leak from the frost plug at the bottom of the steering box. I fixed that but now I have a hydraulic leak at the top of the steering stem. This didn't show up until I changed the hydraulic fluid yesterday. It was really low before so maybe it was always leaking. Anyway, do I just replace the seal at the top of the steering stem or do I have bigger problems.
 
From experience, the seal should fix it. If the upper part of the tube under the dash has a fitting and tube attached, that should be free and clear/open to flow, not crimped.. Jim

Thanks a lot, I'll get the dash back off and order the seal.
 

Here is a pic of mine two pages from the 544. 656. 2544, and 2656 shop manual. That plastic water seal 21 and felt seal 20 won't stop a hydraulic leak. Might hide it or force it below the dash. If blowing out the top then that top seal 15 is bad. Yep, have to pull the dash.

Thanks a lot. That's a little different than the 300 but similar enough that I'm convinced the top seal is just a dust seal. Maybe I can find a complete seal kit.
 
Does anyone have part numbers for the seal above and below the power steering hand pump? I've been calling around and not having any luck. The one above appears to be an o-ring (364879R1) but they can't say for sure. no one seems to have any information on the lower seal and seal retainer.

The local Case IH dealer got me the seals needed to fix the leaks above and below the hand pump.

4 o-rings CAS8945951
2 o-rings CAS14460680

Half go above and half go below.
