What is this

My carb and sediment bowl kept getting plugged with rust so I finally pulled the gas tank off to clean it. When I did I found this piece of metal rattling around in it. I think it is part of an old gas cap.
Any thoughts on the best way to clean a gas tank off of an M? I believe that this is the problem I have to fix before the tractor runs well for the first time in over a decade.

I've used muriatic acid to clean old tractor fuel tanks, although probably not the safest stuff to use, but if you do use it be very very careful and wear gloves and eye protection.
 
I think an M's tank may have a baffle in it, & I have never figured out how to get a baffled tank clean. When you have the sediment bulb body out, cut about a half inch of copper tube to insert into the top of the inlet body. Cut to adjust it so it's about 1/4" above the floor of the tank. That way you won't get all the junk that accumulates on the floor of the tank into the carb.

I have done that also. It is very effective.
