Regular throttle problem can't get high rpm

Have a 28 Regular sits outdoor Ran in June this year Had problem with throttle butterfly wide open only get high idle to idle RPM.
Been sitting again (no time to mess with it). Yesterday checked governor linkage seem fine check shaft to carb moves freely and under round cover on front of shaft seem meshed right for idle and high speed linkage to steering wheel moves freely. So opened the carb all looks good float is free and floating no gas over flowing so seat must be working. Could not get it to pop with hand crank so I pull started it
Had to play with choke and fuel screw to keep it running, ran at Idle with at half choke. know matter where I set throttle cant get it to run the RPMs up at all.
Never seen anything like this before been in many of these old F series in my life time. Thinking it is something I can't see like a blockage in intake manifold, if I hold my handover carb there is suction. Not much with the Ensign carb that could cause this.
Anybody have any ideas??
 
Check the linkage to the "Constant-Speed" governor. They are a lot harder to "Manage" than the later "Variable-Speed" governors.
Use the twisted belt method to start. It is easier to make adjustments and fine tune.
 
I took the oil fill top off governor and it is clean in side the arm and rod that goes to the carb shaft is moving freely the weight on shaft move in and out freely. I have not mess with any of this linkage before this date all had worked fine last time tractor had run prier to June was about June of 2019. the spring holds the throttle butterfly in the open position and when you move lever it bring the throttle down to an idle so if butterfly is open why do I not get high rpm?
 
F-Dean I got it today linkage was OK it was the timing I had stolen the mag off for another tractor a year ago when I put this mag on back in June I had moved the coupler plate one hole the wrong way. Got it back right today and see runs at all range of throttle.
Only problem now is a stuck valve I will get after tomorrow. This got it figured out.
