IH 2404 head bolts

I'm in the process of trying to put an IH 2404 with the c135 back together that my father tore apart probably 25 years ago then had to pause the project and never got back to it. When I was going to install the cylinder head I noticed that 2 of the 14 bolts are longer. My parts manual indicates this is the case but there is no indication as to where the 2 longer bolts go. Can anyone help me out?
 
From looking at parts diagrams, manuals, and photos of other tractors, I don't think there is. Also I don't believe there would be just because if one had to remove said bracket/accessory, removing the two bolts might cause a coolant leak or other issues since all the bolts are torqued in a certain sequence and are intended to all stay put once installed. I do appreciate the reply and welcome all ideas!!
