My 544 PTO is very weak, I take it no adjustments?
So I will need to rebuild?
Is it best to purchase a complete rebuild kit, clutch pack, seals, gaskets?
One suggestion I got was to park the tractor on a steep decline when removing the PTO assembly to avoid draining the fluids.
The housing is 2 pc. from what I can see, do I need to remove both?
Any good source to follow during this rebuild.
Any other suggestion?

I have a 72 544.
I was having trouble with the pto while Baling.
I would kick it off to make a sharp turn to the next window. Pull up the lever and nothing.
I know I had a bad leak through one of the o rings on the draft control levers.
I believe the fluid would get low enough that there was air in the valve that controls the pto. I put together a test gauge and put it on the test port on the side of the pto housing where the valve is. I installed the gauge and noticed I had no pressure when I engaged pto. Removed the gauge and while port was open I moved valve with lever (engine off) and noticed air pockets burping out of the port hole. Put guys back on and started engine. Engaged pto and it worked but I only had 100-110 psi at full engagement and 1800 engine rpm.
This year tractor is supposed to be +- 235 psi.
Tractors with serial numbers below 13145 should be +-180 psi.
13145 and above serial number tractors should be +-235 psi. according to manual.
I noticed on my tractor before adjusting the pressure up while running a 7 ft haybine when it would start to plug the sickle it would seem to start slowing down. Not enough pressure I guess. No problems now.
You need to make sure the pressure is where it needs to be for your serial number tractor. Sometimes according to manual the pressure adjustment nut on top of the valve linkage can allow the linkage to unthread reducing pressure. If you need more help let me know. I can get some pictures of my gauge and try to explain the vague manual instructions on adjusting pressure.
