I am needing to know if this Case IH 57714C96 Multiple Control Valve will fit and function on my 4230 Case-IH

No.
There were changes made to the steering system during the 85 series production that required changes to the MCV.

Service Bulletin NTR SB 015 89 addresses the changes necessary to replace the prior MCV with the new one
Changes included replacing the steering hand pump.

Thanks Jim the MCV on my tractor has the 1543121C2 spool valve sticking at times. I have had it out and polished it but could not do the bore it fits in. Somewhere I have read that the spool valve is custom fitted to the bore of the MCV block. Any thoughts on this.

I lap the spool to the bore by taking a 1/2" NC bolt about 3-4 " lon with the hex head cut off, wrapping electrical tape around it until it will jam tight into the spool bore.
Chuck the bolt in a drill, insert the spool into the bore and spin the spool while moving it in and out. Go until the spool moves freely in the bore.
Flush and brush the bore and spool clean, assemble the spool and spring.

Do you use any type of compound when lapping the valve in place.
