I.H. 350 Gas Tractor

I have a 1958 I.H. 350 Gas tractor that the carburetor had a leaking float. I replaced the float and rebuilt the carburetor. The tractor now starts and runs well, however, i am unable to get the tractor to idle slowly.
I have adjusted the speed control stop so that it is not allowing the tractor to idle slowly.
Adjusting the idle mixture screw only changes the idle speed by about 50 rpm. I was told by a mechanic that I should be able to kill the motor by adjusting the idle mixture screw. I am unable to kill the motor with the idle mixture screw.
I have inspected and cleaned the tractor's governor with no change in the idle speed. I could see nothing wrong with the governor and the governor was clean when i opened the cover.

I'm not a mechanic but it sound to me as though the idle adjustment has a seat that opened up or the metering rod has a groove in it not allowing it to close down. just my two cents.
 
Two possibles: if the governor seems like it is letting the engine overspeed, or be non responsive, the little tab and slot where the governor
attaches to the carb throttle shaft (inside the tube) could be out of place, they are a pain. or the throttle plate could be assembled just
slightly off centered, and that causes the plate to fail to close completely. Jim
 
I do have throttle response, although the first 1/4 of travel does not do much. I am confident that the tab on the shaft from the governor is in the correct place. I have made that mistake before.
