I am having a problem getting the engine rpm set on this motor . I f I get idle speed set correctly it will not run fast enough at fast idle and vice versa . I have used procedure in the I&T manual without success. Any suggestions? the governor arm that moves the rod to the throttle shaft doesn't appear to be traveling far enough in either direction .
