1968 656 diesel fuel injectors

I am working on a 656 diesel that someone else tore apart.
The engine was just rebuilt with new pistons ,rings, rebuilt cylinder head with new valves. Injection pump was sent out and rebuilt and new injectors with new glow plugs. I verified that the glow plugs are all working but this will only start on ether and it dose not matter what the temperature is. After starting it for the first time you don't need ether for the rest of the day it starts every time. I have the timing set at 1 degree before tdc. It runs fine after i get it started.
Also i have seen pictures of other 282d engines and some of the injectors are installed with the glow plugs on top and others with the glow plugs on the bottom? Which is correct? Mine are on top. Could this be why it dose not start?
 
"only will start with ether " on first start up are you using the glow plugs to pre-warm before cranking. Do you mean the glow
plugs worked on a bench test or they work as installed in the tractor using all the components ? A lot of glow plug diesels need
to be warmed up even in the summer temps.
 
They all work while on the tractor. I tried holding the button for 30 sec and also for 1 minute. still won'start. The glow plugs are all hot to the touch after pre heating
 
the glow plugs go to the top. the precombusion chambers must be installed correctly other wise hard starting. the arrow goes to the top. also
the glow plugs should get red hot in 3 seconds when bench testing them. also the engine must be spinning over fast enough i think 200 rpm or
it will not start, holding glow plugs while cranking over. need to hold glow plugs minimum of 30 seconds before cranking and while cranking.
 
The cups did not have an arrow on them but they did say up on them so i put the up on top. thank you for all the comments.
 
I will try holding the glow plug button after 30 sec and crank it over. I was wondering if the starter was getting weak. I will verify how many rpm's it's spinning .
 
x2 what rustred said about cranking RPM. The injector pump might not be making enough pressure. Throw some jumpers on the battery from another 12v
tractor/vehicle & see if that makes a difference. Had that issue this spring with my diesel 2444. Battery got weak over winter.

Should that remedy not make much difference, then check wiring & starter.

i would say thats your problem. must hold while cranking and even once started till smoke clears. we dont get enough info on lots of subjects
here then have to be scratching head as to problem. and throw that starting fluid can away as fast as u can. will cause you big problems on
those engines. is it starting now??
 
I won't be getting back to work on it for a couple of weeks. Thanks for every bodies advise. It is greatly appreciated.
 
let us know how you make out.as we hardly have much feed back on what fixes the problems here.

I finally had time to work on this tractor again. Here is what I discovered today. Have not tried to start it since middle of July and it would not even make smoke. I ended up bleeding all the injectors and then you squirting it with a shot of starting fluid and then it started. Then I noticed around the glow plugs and three of the injector housings that it was bubbling the diesel fuel that was there from bleeding the injector lines. I replace the seal washers between the injector housing and the injector pre cups but it still seems to be leaking compression is my guess?
