Cub governor

I have a 1948 cub that the governor only works correctly if I have a light weight spring pulling against governor rod back towards the carburetor. What do I need to adjust to fix this and how much ??? Thanks for the help!!!
 
I'd start by making sure the linkage to the carb is adjusted to the governor correctly. If you take the pin out of the yoke where the rod from the carb connects with the shaft going to the governor, move the throttle lever full forward and move the rod from the carb I think its full backwards to meet the yoke, cant remember for sure sitting here but when adjusted correctly the pin will go back in the hole without a problem. If not you will see where the length of the rod from the carb can be adjusted and adjust it so the pin goes in. See if you still have a problem after that.
