diesel solenoid on a 234 tractor

My 234 tractor is a diesel with a solenoid to shut it off. The tractor runs OK but won't shut off with the key. I disconnected the leads to the valve and I have 12 volts on one lead when the switch is turned on and when the switch is turned off the current goes to zero after about 3 seconds.I don't know if the valve needs power to open or power to close.Its been a few years since I have worked on this thing but I seem to remember the valve works OK when off the tractor. I changed out the command block (I think that's what they call it) but it didn't change anything. Its a hard tractor to trace wiring or get to anything because of its size. This year the fuel gauge stopped working too. I can't even find where that goes to the tank. Can anyone tell me how the solenoid should work or anything about the fuel gauge.
 
Seems like if it needed power to close, it would run the battery down when not running.

Logical to me would be energize the solenoid, opens the shutoff valve, and removing power causes the solenoid to close the shutoff via a spring.
 
For the gage just touch the wire on the sender to ground if the gage moves it is good. Should go from one extreme to the other. Then with an Ohms meter check your sender. It will move the needle as you move the sender arm. If not then it is shot. Could be just a broken wire on it. They are really simple. As for the solenoid I would think voltage while running and dead when not.
