IH 464 hydraulics not working

I have a IH 464 that I changed the hydraulic filter on and now the hydraulics are not working at all. It all worked as it should before the filter change. The tractor did sit for a couple days with the filter off. Any suggestions?

Make sure there is plenty of hydraulic oil in the trans/diff and also that the hydraulic filter canister was installed correctly with no air leaks.
If still no prime to the hydraulic pump then with a clean bucket under the MCV hydraulic filter area loosen the connection for the high pressure line to the power steering, start tractor and shut off when hydraulic pump primes.
