574 Hyd. Lift will not go Down

Not sure what is going on here but the lift on an IH 574 tractor will go up as soon as lever is pulled or as soon as engine is started but when I move the lever to lower the rear lift it does not go down. I even moved the draft control and it doesn t move. This is with a bush hog cutter attached to the rear 3 point hitch. I would think with the weight of the cutter it should at least go down but I m getting nothing. What gives??
 
I would think could be couple things. Linkage came apart (inside/outside- does the tube move with the lever?), or stuck drop poppet/valve or spring problem. Does it drop with engine off? If so pump is keeping lift side pressurized for some reason. Paul
 
Move the draft control lever to the lower end of it's travel. You will see a rabbit for fast and turtle for slow. Then your lift lever should let it drop. The draft lever will adjust the drop speed. Also is the remote lever in a position other than Neutral. It is easy to catch that with your foot or leg getting on and off the tractor.
IF this does not help. When was the filter last changed. It is on the left side under the foot platform in that cover that has a bolt in the center peak. You will get about a gallon or 2 of oil while changing it so keep the pail there.
