Farmall 400 starter ?

I replaced the starter on my 400 (gas) and found that it won?t turn over at all unless the starter bolts are loosened. I put a couple of washers in between the starter and tractor and it seems to work fine.
Has anyone had to shim a starter on one of these?
Tractor is converted to 12v with a 6v 10 tooth starter still.
 
If you put shim washers on the shaft (between the nose bushing and the drive) it will restrict the extension of the travel. It probably needs to be small diameter on the OD. Jim
 
I believe he is saying that he put washers between the starter flange and the bell housing on the bolts that mount the starter. I have never had to do this on a Farmall but I have had to on pulling tractors with a 2 or 3 disc clutch/flywheel where the spacing has changed.

2 fender washers is all it took.
It?s far from a parade rig, so I?m probably going to just caulk
the gap and use it that way.
Just curious if it was a common problem with a simple fix.

Something is amiss here. I wonder if the starter has the proper two washers on the drive end. One is smaller inside diameter to fit against shoulder machines on armature shaft. Other one rides up on shaft to control max engagement of bendix. This applies only if starter has original style spring drive bendix.
 
The starter drive I have is part number 565549 on YT website.
It came on the replacement starter.
The old drive was part number 565649-new. (At least I think it was, I gave it to the parts store for a core)
The old starter was 12v
 
It sounds like the drive on the new starter is either incorrect or just not set up properly.
It is probably binding against the ring gear until you shim it out, giving it a little more clearance. You could try another starter, but if you are ok with shimming it out, I guess that is ok too.
