You could, just make sure the washer is just barely smaller than the OD of the seal. and then have a piece of angle iron or something across the top if the bolster for the threaded rod to go through and pull against. You can use this same method to pull dry sleeves out of an engine, you just have to use blocks to space the angle iron up away from the block deck.
 
Good chance washer will slide to one side and collapse the seal. Need something to guide into bushing to stay centered .
 
I would just go slow and keep checking to make sure it is staying centered on the seal, no need to go crazy on tightening the threaded rod. Worst case, start with a washer that is bigger than the seal and switch to a smaller one that will fit into the recess.
 
O'Reilly's rent seal driver kits. You go in pick it up pay for it and then when you bring it back you get your $ back simple as that
 

It is very possible and that is what I do if the seal driver kit doesn't have the right sized disc, but not everyone has a lathe.
 
Yup, I've done it. Built my own puller out of all-thread, some sockets, washers, lock-nuts, some duct tape, there mighta been a wood dowel in there someplace... works great if you lube it up and go slow. Well, shouldn't say great. I destroyed the first seal, bent the second one, and finally got the third one.
