my 460 still has a gen and voltage regulator on it. how can I tell it the voltage regulator is working properly?

Follow this trouble shooting chart, it has been a lifesaver for me since I came across it years ago

Unless you are having problems like either dead battery or dim lights it is probably working fine. If 6 or 12 volt check voltage across the battery. if it is at the appropriate level then things are fine if not then time to look at things. Might be as simple as sanding the commutator for the brushes.
 
If your charging system is working and battery is good other then being discharged, at fast RPM battery voltage should rise to at least 13 up to 14 or so volts, subject to battery condition and state of charge and RPM

PUT A VOLT METER ON THE BATTERY !!!!!!! A full charged lead acid battery at rest and stabilized should read around 12.6 volts but under charge (if alls well) that should rise

PUT AN AMMETER in the charge circuit. If alls well subject to RPM and battery condition and VR you should get anywhere from a few amps up to perhaps 20 to 30.

BOTH the Genny and VR require a good ground to work properly.
