884 Tractor Hydraulic only lifts half-way

Hello, the hydraulic on my 884, 1983 International tractor will not complete its cycle and lift completely.. It blocks at about 8 inches short of its objective. So far I have changed the filter, I added a little bit of oil, I unscrewed and the screwed the spool from the O-rings, but still would not lift completely.
Do you think it is an internal or external problem related to the levers.
I am open to any suggestion to help trouble shoot the problem and come to a solution. Thanks in advance.
 
Well if it is the 3 pt. They have stops for the lever travel that are adjust able. Are you just coming to that point and not all the way to the top with the lever. There should be 2 levers one is for the draft and one is to let the hitch up and down. If you have a heavy implement on and the draft lever is set on light it may not lift it all the way or even at all.
Now if this is a loader or other such equipment sounds like you need more oil to keep it from running out at the pump. Might need as much as a couple of gallon.
You said you changed the filter. Did you wash the screen out in front of the filter or check it for crude? Did you get everything back in as it should be with the new o-ring on the MCV where the cover goes? If it is not making any strange noises then you might be at the end of the travel on your cylinders. Have you checked the pressure on the SCV with a gage to see if you have the PSI it is supposed to have?
