Hydraulic system on my Super C

On my "new to me" Super C I see that I can move the right side arm manually when the tractor isn't running. It moves OK when the tractor is running. Should I be able to that or do I need to do some rebuilding.
 
The arm should stay where it is running or not. If you can move it with the engine off, the piston seals are letting oil pass by. When running, it might try to lift something, but need to be at 3/4 throttle to do it. then if shut off the implement would drop. A cracked cylinder would also do that. Less likely. Jim
 
If you put a weight on the arm, (maybe 200#) and try it now, you will know if it will next spring, and have all winter to fix it. Saves the aggravation of it not working when you need it. Jim
