Help IH 404

I purchased a ih 404 with power steering 6 months ago all was working well then.I decided to change hyd fluid as it was milky also had to change radiator, disconnected cooler lines as well put all back togeather nothing worked lift or steering, I know there is air in lines did what it manual said to bleed syt but no results,all fluid levels where they should be ,Help

If it is out in the cold quite possibly it has frozen with the water in the oil. If you could get it in where it is heated you might stand a better chance of working. If you are in an area where it does not freeze then you could try some air to the fill hole while it is running. I would have a rag over the fill hole when you do this if you put much air to it. I had to do that to an 806 this fall to get it to prime.
