Can a 154 be converted to a 185 starter and fly wheel setup. Have to do some looking for parts, just thinking about it.

It's the 184 that has the flywheel gear stater.
The 184 has a completely different PTO that drives directly off the flywheel.
If I were to attempt a change over, I would investigate if 184 ring gear would fit on the 154 flywheel.
If it would be that simple, you would still need the generator or a different charging system.
If you have bad a starter/generator, you can buy a new one for about $125.

would like to do clutch also, bought a extra 154 and thought it would be a nice project to convert it.

If a ring gear will directly install on the 154 flywheel, a gear drive starter would probably be pretty straight froward.
However, if you start moving the clutch to the engine there's nowhere to go. The 154 and 184 drive to the transmission and the PTO are totally two different systems.
So different I would not consider it practical. It would take so many 184 parts that it be more practical to buy a 184.
I have both 154s and 184s.
Of course anything is possible with enough time and money.
Although IH was dumber than dirt to put the 154 and 185 clutches on the transmission, if well maintained they operate quite well. They had enough tractor design experience to know better.
You don't mention why you want to do a change over. If you have a stater problem, new starters are available. If you have a clutch, clutch brake or PTO problem new pars are available. Some linkage parts may not be available, but can be reconditioned.
